The city code requires a permit from the Office of Special Events for events on or affecting city property with 500 or more attendees, counting workers, participants, and spectators, filed at least 90 days and no more than 365 days ahead. The city requires the Jacksonville Fire and Rescue Department to be the provider of fire and EMS protection at special events, including transportation, unless JFRD says it cannot.
