The Texas Department of Motor Vehicles states that motor carriers operating intrastate commercial motor vehicles in Texas must register with the TxDMV Motor Carrier Division, including anyone who operates a vehicle designed to transport more than 15 passengers including the driver, and that carriers must hold a valid USDOT number, maintain an active insurance filing in the Texas Motor Carrier Credentialing System (TxMCCS), and keep a current cab card in the vehicle for presentation to law enforcement. Ask any Texas operator for its TxDMV certificate number, then run FMCSA's SAFER Company Snapshot and review FMCSA's passenger-carrier guidance; smaller vehicles may fall under city rules not reviewed here.
